Who is responsible for restocking displays — the dealer or the manufacturer's local salesperson?

The stocking of displays are with the dealer as it is a free supply. The dealers can also purchase bigger quantities of advertisement material if it needs, like giving it to sub dealers or displaying in its various offices. The prices depend on what is required.
